摘要：随着城市化进程加快，大量穿城高速公路面临市政化改造需求。目前，此类改造工程计价存在采用公路还是市政工程体系的争议，直接影响投资决策的科学性与造价管理的有效性。本文基于公路与市政工程造价管理差异，系统分析影响高速公路市政化改造计价选择的主要因素，提出“规则判定+多准则分析”两阶段计价决策方法，并通过模拟案例验证其可行性。通过研究，建立了一套高速公路市政化改造计价体系选择方法，为合理确定工程造价、提升投资效益提供理论支持与实践指导。

Abstract：With the acceleration of urbanization，a significant number of urban expressways now require municipal adaptation. There is ongoing debate over whether the cost estimation for such projects should follow highway or municipal engineering standards，which directly impacts the rationality of investment decisions and the effectiveness of cost management. Based on differences in cost management between highway and municipal engineering，this paper systematically analyzes the key factors influencing cost standard selection for municipal adaptation of expressways. A two-phase decision-making approach，“rule-based judgment + multi-criteria analysis”is proposed and validated via a simulation case study. The research establishes a methodological framework for selecting cost estimation systems in expressway municipal adaptation，providing theoretical support and practical guidance for rational cost determination and improved investment efficiency.
