摘要：联合体是建设工程领域常见的工程承包主体。随着“双资质”的施行，联合体承包模式更加普遍。本文研究了联合体在安全管理、分包管理、印章管理、资质管理、财务管理等方面存在的问题，提出企业需要在协议中明确联合体的责任承担方式；加强合作前期对联合体成员的资质及业绩审查；避免更换联合体成员；加强项目安全管理体系文件的建设；尽量单独刻制使用项目印章；避免进入联合体其他成员的分包关系内等，以降低联合体成员的法律

风险。

Abstract：The consortium is a common engineering contracting entity in the field of construction projects. With the implementation of the "dual qualifications"，the consortium contracting model is more common. This article studies the problems existing in the consortium in aspects such as safety management，subcontracting management，seal management，qualification management，and financial management. It is proposed that enterprises need to clearly define the way the consortium assumes responsibility in the agreement，strengthen the review of the qualifications and performance of the consortium members in the early stage of cooperation，avoid replacing the members of the consortium，strengthen the construction of project safety management system documents，try to carve and use the project seal separately，avoid entering the subcontracting relationships of other members of the consortium，etc.，to reduce the legal risks of consortium members.
