摘要：工程咨询市场“碎片化服务供给”与“集成化服务需求”的结构性矛盾是全过程工程咨询发展的契机。深入剖析全过程工程咨询模式应用所面临的定价、风险、前期流程、权责、知识、协同等典型挑战。在此基础上，借鉴国际上成熟管理经验并结合本土情况，创新性地提出了构建“1+N+X+Y”计费模式框架、明确划分前期咨询工作阶段、采用矩阵式组织框架以及人才赋能等一系列对策，以期进一步提升工程咨询企业服务能力，促进全过程工程咨询行业发展。

Abstract：The structural contradiction between the "fragmented service supply" and the "integrated service demand" in the engineering consulting market presents an opportunity for the development of whole-process engineering consulting. This paper conducts an in-depth analysis of typical challenges in applying the whole-process engineering consulting model，including issues related to pricing，risk，early-stage process activities，rights and responsibilities，knowledge management，and synergy. Based on this analysis，and drawing on mature international management experience while considering local conditions，innovatively presents a "1+N+X+Y" billing model framework. Additionally，proposes a series of countermeasures，such as segmenting the pre-consultation phase，adopting a matrix organizational structure，and talent enablement，hopes to further enhance the service capability of engineering consulting enterprises and promote the development of the whole-process engineering consulting industry.
