摘要：建设项目经济评价是投资决策科学化的核心工具。本文系统回顾其在我国的发展历程，重点剖析当前评价体系在PPP项目动态调整、新兴产业要素覆盖、数字与绿色资产估值等方面面临的核心挑战。研究提出，应从理论创新（动态模型、LCA融合、数字资产估值）、实践革新（行业适配、人才建设）与政策支持（制度与研究保障）三方面协同发力，推动评价方法的代际更新，以更好地服务于新质生产力发展需求。

Abstract：The economic evaluation of construction projects serves as a critical tool for scientific investment decision-making. This paper systematically reviews its evolution in China，with focusing primarily on analyzing current challenges within the evaluation system. These challenges include dynamic adjustment in PPP projects，coverage of new elements in emerging industries，and the valuation of digital and green assets. The study proposes a synergistic approach encompassing theoretical innovation（dynamic models，LCA integration，digital asset valuation），practical reform（industry adaptation，talent development），and policy support（institutional and research backing）to drive generational advancement in evaluation methodologies，thereby better serving the development needs of new quality productive forces.
