摘要：在“双碳”战略背景下，建筑行业亟须通过相关机制改革推动绿色低碳转型。本文聚焦招投标环节“碳排放”评标准则的引入，并提出可操作的实施方案。着眼于现行招投标体系在碳排放评审方面存在权重占比低、评价指标未量化，建议在经济标中增设碳排放量化评价指标，明确招标碳排放基准量（EZ）与投标预计排放量（ET）之间的约束关系；在技术标中增设碳排放管理评价指标，涵盖节能技术应用成效、低碳建材选用比例、绿色施工工艺创新及碳排放管控机制建设等。通过科学、量化的评标方法，引导企业在施工全过程中优化碳排放管理，助力“双碳”目标实现。

Abstract：In the context of the "dual carbon" strategy，the construction industry urgently needs to promote green and low-carbon transformation through relevant mechanism reforms. This article focuses on the introduction of the evaluation criteria for "carbon emissions" in the bidding process，and proposes feasible implementation plans. Focusing on the problems of low weight proportion and unquantifiable evaluation indicators in the current bidding system for carbon emission evaluation，it is suggested to add a quantified evaluation indicator for carbon emissions in the economic bid，clarifying the binding relationship between the bidding carbon emission benchmark（EZ）and the expected bidding emission（ET）；Add carbon emission management evaluation indicators in the technical standards，covering the effectiveness of energy-saving technology applications，the proportion of low-carbon building materials selected，innovative green construction processes，and the construction of carbon emission control mechanisms. Through scientific and quantitative evaluation methods，guide enterprises to optimize carbon emission management throughout the construction process，and help achieve the "dual carbon" goal.
