摘要：本文探讨平行发承包模式的应用优势与实践路径，通过分析该模式在专业化分工、竞争性招标、工期搭接及资金使用等方面的特点，结合深圳市某“区三馆”项目实例，验证其在提升工程质量、优化资源配置、缩短建设周期和节约项目投资方面的成效。研究指出，平行发承包模式适用于专业复杂、规模大的工程项目，但对发包方的综合管理能力要求较高，需依托全过程工程咨询强化协同与风险管控。研究成果为同类项目选择发承包模式提供了

参考。

Abstract：This paper discusses the application advantages and practical pathways of the parallel contracting mode. By analyzing its characteristics in specialized division of labor，competitive bidding，schedule overlapping，and fund utilization，and using the "Three Public Buildings" project in Longhua District，Shenzhen as a case study，it verifies its effectiveness in improving project quality，optimizing resource allocation，shortening the construction period，and saving project investment. The study indicates that the parallel contracting mode is suitable for large-scale projects with high complexity and specialization. However，it places higher demands on the owner's comprehensive management capabilities，requiring enhanced coordination and risk control through whole-process engineering consulting. This study provides a reference for selecting contract modes for similar projects.
