[摘　要]　依据建筑施工企业安全生产管理的目标、特点和程序，提出了安全成本的概念和构成，分析了保证性安全成本、损失性安全成本与安全保证程度之间的相互关系。

Abstract: Based on the objectives, characteristics and procedures of construction enterprise security production management, the paper puts forward concept and composition of security cost, analyses the relationship between guarantee security costs, loss security costs and security level.
