摘要：为实现政府投资项目预期的投资目标，提升项目管理水平，针对政府投资项目的决策、实施、使用三个主要阶段，从组织、技术、经济、合同等方面深入剖析和探讨政府投资项目投资控制的实用方法和实操建议。

Abstract：In order to achieve the expected investment objectives of government investment projects and improve the level of project management，aiming at the three main stages of decision-making，implementation and use of government investment projects，this paper analyzes and discusses the practical methods and practical suggestions of investment control of government investment projects from the aspects of organization，technology，economy and contract.
