摘要：建设工程成本管控与结算管理，是建设方项目管理的重点。文章基于建设方管理视角，结合工程项目成本管理实践经验，总结项目开发前、中期阶段制约工程结算效率及成本管控效果的关键因素；通过理论分析与实践验证，提出针对性优化对策，为建设单位强化成本控制、提升工程结算效率提供理论参考与实践路径。

Abstract：Cost control and settlement management of construction projects are the core focuses in the project management for the construction units. Based on the perspective of construction unit management and combined with practical experience in engineering project cost management，this article summarizes the key factors restricting the efficiency of engineering settlement and the effectiveness of cost control during the early and middle stages of project development. Through theoretical analysis and practical verification，targeted optimization countermeasures are proposed，providing theoretical references and practical paths for construction units to strengthen cost control and improve the efficiency of engineering settlement.
