摘要：政府投资项目传统分阶段、多主体的管理模式长期面临责任链条碎片化、动态监控滞后性、技术经济割裂性三大痼疾，导致投资超概风险高企、效益衰减。本文以《政府投资条例》为政策框架，引入全过程咨询模式，依托杭州某大型文化馆项目实践案例，创新性提出系统性整合、动态化预警、协同性融合三位一体的投资管理优化举措，为政府投资项目的精准投资管理提供了可复制的理论框架与实践范式。

Abstract：Traditional segmented and multi-agent management models for government-invested projects have long been plagued by three chronic deficiencies：fragmented accountability chains，lagging dynamic monitoring，and disjunction between technical and economic considerations. These issues result in heightened risks of budget overruns and diminished returns. Grounded in the Regulations on Government Investment，this study introduces a whole-process engineering consulting model. Leveraging empirical evidence from a large-scale cultural complex project in Hangzhou，this study innovatively propose tripartite optimization measures—systematic integration，dynamic early-warning，and synergistic convergence—to refine investment management. This framework provides a replicable theoretical foundation and practical paradigm for precision investment management in government-funded projects.
