摘要：2023年11月，国家发展改革委、财政部联合发文对政府和社会资本合作新机制作了系统规范。PPP新机制聚焦使用者付费项目，优先选择民营企业参与并强调加大政策保障力度。但是，PPP新机制发布前，已经招标完毕但还未开工（新中标）的政府付费项目，随着可行性缺口补助的取消可能会陷入困境。基于此，本文以重庆某高速公路项目为例，分析新机制下项目实施的新变化及其影响，结合当前经济环境，提出延长运营期和贷款期、降低银行融资利率、引入“交通+资源”等应对策略，希望为PPP新机制背景下政府付费项目顺利实施提供借鉴。

Abstract：In November 2023，the National Development and Reform Commission and the Ministry of Finance issue joint circular to systematically standardize the new mechanism for government-social capital cooperation. The new PPP mechanism focuses on user-pays projects，gives priority to private enterprises' participation，and emphasizes strengthening policy guarantees. However，government-pays projects that had completed bidding but not yet commenced construction（newly awarded）before the issuance of the new PPP mechanism may face difficulties due to the cancellation of viability gap funding. Based on this，this article takes a highway project in Chongqing as an example to analyze the new changes and their impacts on project implementation under the new PPP mechanism. Combining the current economic environment，it proposes countermeasures such as extending the operation and loan periods，lowering bank financing interest rates，and introducing a "transportation + resources" model，hoping to provide references for the smooth implementation of government paid projects under the background of the new PPP mechanism.
