摘要：工程量清单漏项与现场签证管理失控是导致工程建设投资超支的核心因素。本文通过界定工程量清单漏项、现场签证及工程变更的学理边界，构建“风险成因—影响机制—管控路径”三维分析框架，系统揭示漏项与签证引发的投资失控作用机理，并提出涵盖源头预防、过程规制、追溯考核的闭环管控体系，为业主实现精准投资管控提供理论支撑与实践方案。

Abstract：Omitted items in the Bill of Quantities（BOQ）and mismanagement of site visas are core factors leading to cost overruns in construction projects. This paper defined the theoretical boundaries of BOQ omissions，site visas，and engineering changes，constructed a three-dimensional analytical framework of "risk causation-impact mechanisms-control pathways"，systematically revealed the mechanism through which omissions and site visas lead to cost overruns，and proposed a closed-loop management system covering source prevention，process regulation，and retrospective assessment. The paper provided theoretical support and practical solutions for owners to achieve precise investment control.
