基于改进AHP—IEWM的多属性信息集成评标模型研究

摘要:工程项目评标是选择合适承包商的重要环节,直接影响整个工程项目建设。本文首先在梳理前人文献的基础上,从商务标、技术标、经济标和管理标四个维度重构工程项目评标指标体系;其次,将工程项目评标描述为评标信息为区间数的多属性群决策问题,并分别采用基于一致性检验的改进法、区间熵—集值统计模型获得指标的主、客观权重;然后,通过博弈论组合赋权法进行指标权重集成;最后,运用投影模型计算各投标方案的综合评价值以对方案进行排序,并通过实例验证该模型的科学性和可行性。此模型能有效处理评标过程中的不确定信息,使得指标权重的确定更贴合实际,为招标方选择合适的承包商提供了一种合理的解决方法。关键词:承包商选择;多属性群决策;改进法;区间熵;集值统计Abstract:Bid evaluation of engineering projects is an important part of selecting suitable contractors,which directly affects the construction of the whole engineering project. This paper firstly reconstructs the index system of engineering project evaluation based on combing previous literature from four aspects of commercial,technical,economic and management bids;then based on group decision theory,it adopts improved AHP method based on consistency test and interval entropy-set value statistical model to obtain subjective and objective weights of indexes respectively,and carries out index weighting through game theory combination assignment method;finally,it uses projection formula to calculate comprehensive evaluation value of each bid proposal to rank the proposals and verifies the model by example.
