摘要：在海外能源EPC项目中，基础资料数据的完整与准确决定了项目成本测算的精确性，从而对企业在国际竞标中价格竞争力产生决定性影响。文章梳理海外项目基础资料数据调研的核心重难点及国内外调研成果的差异性，提供提升调研数据准确性的实操路径，旨在为行业从业者提供一套科学、全面的调研方法，确保企业能够掌握海外目标市场的基础资料价格和信息，夯实EPC项目成本管理基础。

Abstract：The completeness and accuracy of foundational data play a crucial role in determining the precision of cost estimation for overseas energy EPC projects，a factor that exerts a decisive influence on enterprises' pricing competitiveness in international bidding. This article first elaborates on the core challenges inherent in conducting foundational data research for overseas projects，before analyzing the disparities in research outcomes between domestic and international contexts. It further proposes practical paths to enhance data accuracy，with the aim of equipping industry practitioners with a scientific and comprehensive research methodology. Such an approach ensures that enterprises can effectively acquire foundational material prices and market information in target overseas regions，thereby strengthening the foundation of EPC project cost management.
