摘要：在国内公路工程建设项目采用公路PPP项目作为主要建设模式之一的背景下，社会投资人以评估估算为基础进行投标报价，对实现本单位项目中标具有重要意义。解决好评估估算的主要风险点，是编制项目评估估算的核心工作。文章基于公路PPP项目评估估算的特殊性，梳理评估估算编制的一般程序和评估估算方法，分析评估估算的主要风险点，结合实际案例，提出对公路PPP项目评估估算主要风险点的针对性解决方法。基于本文研究，可为公路PPP项目评估估算编制业务提供参考，同时对于社会投资人投标报价、项目公司控制初步设计概算和施工图预算具有实践意义。

Abstract：Under the background that highway PPP（Public-Private Partnership）projects have become one of the main construction models in domestic highway engineering，social investors prepare their bidding quotations based on evaluation-based estimation，which is of great significance for securing project contracts. Effectively addressing the major risk points in evaluation-based estimation is the core task in the preparation of such reports. Based on the particular characteristics of evaluation-based estimation in highway PPP projects，this paper reviews the general procedures and methods for compiling such estimations，analyzes the major risk points involved，combined with practical cases，proposes targeted solutions to these key risks. The research in this paper can provide a reference for the preparation of evaluation-based estimation in highway PPP projects，and also holds practical significance for social investors in bidding quotations，as well as for project companies in controlling preliminary design estimates and construction drawing budgets.
