摘要：临海国家边缘地带的岛礁对于国家安全战略具有重要意义，但大多需要经过适当开发建设才能为国家安全部署所用。为有效评估岛礁整体开发建设项目的投资风险，在文献调研基础上，结合项目特点识别投资风险评价指标体系，综合运用专家综合可信度、模糊层次分析法和灰数理论，构建投资风险评估模型，并结合某岛礁建设项目进行应用实证，验证该模型的可行性。

Abstract：The reefs located on the edge of coastal countries are of great significance to national security strategies，but most of them require appropriate construction and renovation before they can be utilized for national security deployment. To effectively assess the investment risks of reef construction projects，based on literature research，an investment risk evaluation index system is identified in combination with the characteristics of reef construction projects. By integrating expert comprehensive credibility，fuzzy analytic hierarchy process，and grey number theory，an investment risk assessment model is conducted. An empirical application is conducted in conjunction with a specific reef construction project，which verifies the feasibility of the model.
