摘要：故宫博物院北院区项目通过构建“建设单位主导、项目管理单位统筹、专业机构协同”的项目管理体系，有效破解跨部门审批、征地拆迁、设计施工协同等难题，实现对工程投资、进度、质量的有效控制，对合同、安全、信息的高效管理，以及对项目建设全过程的组织协调。同时，项目引入智能化管理体系，依托大数据平台进行投资动态分析与风险预警，显著提升管理效率与精准度。项目建设实践表明，该体系不仅保障了故宫北院区项目的高质量推进，更为我国重大文化设施工程建设项目管理提供了可复制的管理模式，为类似项目的风险管控、资源优化配置提供了参考。

Abstract：The construction of the North Campus of the Palace Museum has been facilitated by the establishment of a project management system that has been designed to be "construction unit-led，project management unit coordinated，and professional organizations coordinated". This system has been implemented with the objective of resolving the problems of cross-departmental approval，land acquisition，demolition and relocation，and design and construction coordination. The implementation of this system has enabled the effective control of project investment，progress，quality，the efficient management of contracts，safety and information，and the organisation and coordination of the entire project construction process. At the same time，the project has introduced an intelligent management system that relies on a big data platform for investment dynamic analysis and risk warning，significantly improving management efficiency and accuracy. Construction practice has shown that this system guarantees the high-quality promotion of the north campus project of the Palace Museum，but also provides a replicable management paradigm for major cultural facilities in China. It also provides an important reference for risk control and resource optimization for similar projects.
