摘要：为进一步探索施工过程结算的推行路径，以当地建筑市场环境、已竣工未结算项目结算缓慢原因等角度，深入分析行政主管部门、建设单位、施工单位及市场环境等各视角的结算滞后原因，总结制约过程结算推行的因素，并提出施工过程结算政策制定的要点，同时分析了推动施工过程结算政策落地见效的建议，为顺利推进施工过程结算工作、减少施工过程中的结算争议及诉讼、提升过程结算的效率和质量提供参考。

Abstract：This paper aims to further explore the implementation path of construction process settlement by analyzing the construction market environment，reasons for the slow settlement of completed but unsettled projects，and other perspectives. A deep examination of the reasons for delayed settlements is conducted from the perspectives of administrative departments，construction units，construction parties，and market environment，with the factors that restrict the implementation of process settlement being summarized. Consideration is also given to the key points for the formulation of construction process settlement policies，and suggestions for promoting the effective implementation of these policies are analyzed. The aim is to provide a reference for the smooth progress of construction process settlement work，to reduce settlement disputes and litigation during construction，and to improve the efficiency and quality of process settlement.
