摘要：以EPC模式下基础设施项目组织管理模式优化为研究主题，以南京南部新城基础设施项目的实践为依托，探讨项目组织管理模式的优化路径。通过系统分析EPC模式下基础设施项目的管理特点和组织结构，深入解析项目管理界面、纵向管理体系和横向管理体系，构建“EPC+代建+设计咨询”高效新城基础设施项目实施运作模式，并提出合理的权责分配机制。

Abstract：This paper focuses on the optimization of organizational management models for infrastructure projects under the EPC mode，using the practice of the Nanjing South New Town infrastructure project as a reference. By systematically analyzing the management characteristics and organizational structures of infrastructure projects under the EPC mode，the study conducts an in-depth examination of project management interfaces，vertical management systems，and horizontal management systems. It establishes an efficient operational model of "EPC + agent construction + design consulting" for infrastructure projects in new urban areas and proposes a rational mechanism for the allocation of responsibilities and authorities.
