摘要：以深圳观澜文化小镇公共服务平台项目为例，研究全过程工程咨询与设计牵头EPC工程总承包融合管理模式的实践应用。该模式通过整合EPC设计牵头主导优势、全过程工程咨询专业化服务及EPC总承包模式的资源统筹能力，构建“设计主导+全咨赋能+施工协同”的融合管理架构，在项目进度控制、成本控制和质量控制方面应用成效显著，解决了传统工程管理模式下各方协同不足与风险失控问题，希望为大型复杂项目提供借鉴。

Abstract：This paper takes the public service platform project of Shenzhen Guanlan Culture Town as a case study to explore the practical application of an integrated management model combining whole-process engineering consulting with architect-led EPC contracting. By integrating the dominant advantages of EPC design leadership，the specialized services of whole-process engineering consulting，and the resource coordination capabilities of the EPC contracting model，this approach establishes a "architect-led + consulting-empowered + construction-collaborative" integrated management framework. Significant results have been achieved in project schedule control，cost management，and quality assurance，effectively addressing issues of insufficient collaboration and risk management inherent in traditional project management approaches，hopes to provide valuable reference for large-scale complex construction projects.
