摘要：全过程工程咨询联合体模式因资源整合优势成为主流，但联合体在实践中面临权责划分模糊、利益分配失衡、风险管控不当、沟通壁垒及绩效考核困难等多重挑战，根源在于成员单位的有限理性、自利动机、竞争关系、信任缺失、利益诉求差异以及合作的临时性。针对上述问题，本文提出通过三级责任清单明晰权责界面，依托分配模型实现利益动态平衡，搭建风险共担框架强化抗风险能力，借助BIM平台打破信息孤岛，构建绩效考核机制以增强能动性。希望为提升工程咨询协同效率、推动行业高质量发展提供

Abstract：The consortium model of whole-process engineering consulting has become the mainstream due to its advantages in resource integration. However，in practice，the consortium faces multiple challenges such as vague division of rights and responsibilities，unbalanced interest distribution，improper risk management，communication barriers，and difficult performance evaluation. The root causes lie in the bounded rationality，self-serving motivation，competitive relationships，lack of trust，differences in interest demands，and temporary nature of cooperation among member units. Aiming at the above problems，this paper proposes to clarify the interface of rights and responsibilities through a three-level responsibility list，achieve dynamic balance of interests relying on the distribution model，build a risk-sharing framework to strengthen risk resistance，break the information silos with the help of BIM platform，and construct a performance evaluation mechanism to enhance initiative. Hopes to provide reference for improving the collaborative efficiency of engineering consulting and promoting the high-quality development of the industry.
