IDI机制在政府投资工程绿色低碳管理中的拓展应用研究

摘要:在碳中和背景下,我国政府投资工程项目的“重建轻管”现象亟待破解,优化绿色建筑运营管理成为实现碳减排目标的关键举措。本文基于政府投资项目的绿色低碳发展需求,针对当前绿色建筑存在的运行效率低、融合创新不足、监管机制薄弱等问题,提出以工程质量潜在缺陷保险(IDI)机制为核心的全生命周期低碳管理框架。通过构建“以终为始”的风险管控理念,探索IDI机制在规划设计、施工建设、运营维护阶段的创新路径,提出“全方位互联互通”与“多主体协同”策略。研究结果表明,IDI机制通过引入市场力量与技术手段,可显著提升绿色建筑的全生命周期低碳管理效能,为实现政府工程的高质量发展与双碳目标提供理论支持和实践参考。关键词:政府投资工程;IDI机制;绿色低碳;全生命周期管理;风险管控Abstract:In the context of carbon neutrality,the phenomenon of "reconstruction and light management" in government investment projects in China urgently needs to be solved,and optimizing the operation and management of green buildings has become a key measure to achieve carbon emission reduction goals. This article is based on the green and low-carbon development needs of government investment projects. In response to the current problems of low operational efficiency,insufficient integration and innovation,and weak regulatory mechanisms in green buildings,a full life cycle low carbon management framework is proposed,with the engineering quality potential defect insurance(IDI)mechanism as the core. By establishing the risk management concept of "starting from the end",exploring the innovative path of IDI mechanism in the planning,design,construction,operation and maintenance stages,and proposing the strategies of "all-round interconnection" and "multi-party collaboration".
