摘要：区域产业结构协调程度越高，经济发展就越健康、稳定和可持续。本文提出一种目标产业结构参照系的确定方法，即将8个发达国家在人均GDP处于不同水平下的产业结构作为目标产业结构，运用产业结构协调度模型对新疆及其15个地州市进行产业结构协调度测算。测算结果显示：新疆产业结构协调度有待进一步提升；各地州市中，乌鲁木齐市产业结构协调度最高，且逐年愈加协调，相较而言，克拉玛依市产业结构协调度最低。本研究为地区产业结构协调度如何进行科学的衡量，以及欠发达地区如何通过产业结构调整实现经济跨越式增长提供参考。

Abstract：The higher the degree of coordination in a region's industrial structure，the healthier，more stable，and more sustainable its economic development becomes. This paper proposes a novel method for determining a target industrial structure reference framework. Specifically，we utilize the industrial structures of eight developed countries at different levels of per capita GDP as the benchmark targets. Applying an industrial structure coordination degree model，we calculate the coordination degrees for Xinjiang as a whole and for its 15 prefectures/cities. The results indicate that Xinjiang's industrial structure coordination requires further enhancement. Among the prefectures/cities，Urumqi City exhibits the highest coordination degree，which has become increasingly coordinated over the years. In contrast，Karamay City shows the lowest level of coordination. This study provides valuable reference for scientifically measuring regional industrial structure coordination and offers insights into how less developed regions can achieve leapfrog economic growth through industrial structure adjustment.
