摘要：针对当前工程造价指数编制方法存在的数据利用不充分、市场反映滞后等问题，基于享乐价格模型，构建了住宅工程造价指数编制模型。研究以天津市2021～2024年住宅工程数据为样本，通过特征价格分解和模型优化，显著提升了造价指数的预测精度和稳定性。实证结果表明：相较于传统方法，该模型能够充分挖掘工程特征价格信息，准确捕捉市场动态变化，解决了传统方法对市场变化反映不足的缺陷。

Abstract：Aiming at the problems of insufficient data utilization and lagging market reflection in the current method of compiling the construction cost index，this paper constructs a new model for compiling the construction cost index of residential projects based on the hedonic price model. The study takes the data of residential projects in Tianjin from 2021 to 2024 as a sample，and significantly improves the prediction accuracy and stability of the cost index through characteristic price decomposition and model optimization. The empirical results show that the model can fully explore the project characteristic price information，accurately capture the market dynamic changes，and solve the shortcomings of the traditional method in reflecting the market changes.
