摘要：在当前市场环境复杂多变、行业竞争加剧的背景下，建设单位亟需加强索赔管理以实现工程项目的核心目标。以实际项目案例经验为基础，从建设单位角度探讨导致索赔的因素，以索赔防范和管理为目标导向，提出建设单位全过程索赔管理应对的针对性建议，希望为建设单位工程项目索赔管理提供参考。

Abstract：In the context of a complex and ever-changing market environment and intensified industry competition，construction entities urgently need to strengthen claim management to achieve the core objectives of engineering projects. This paper，based on practical experience of actual project cases，explores claim management for construction entities. Aiming at claim prevention and management，proposes recommendations for comprehensive claim management throughout the process，providing reference for claim management for construction unit.
