摘要：河道生态治理PPP项目运营期的绩效水平高低是项目建成后能否可持续发展的关键。以ESG理念为基础，建立产出、环境、社会、治理四个方面的河道生态治理PPP项目运营期绩效评价指标体系，采用OWA算子赋权法确定指标权重，构建云模型进行绩效评价。将该模型用于大沙河生态治理PPP项目中进行分析，验证该方法的有效性，为河道生态治理类项目运营期的绩效评价提供有效支撑。

Abstract：The performance level during the operation period of the river ecological governance PPP project is crucial for the sustainable development of the project after completion. Based on the ESG concept，the paper establishes an evaluation index system for the performance of river ecological governance PPP projects from four aspects：output，environment，society and governance，adopts the OWA operator weighting method to determine the index weights，and constructs a cloud model for performance evaluation. The model is applied to analyze and verify the Da Sha River ecological governance PPP project，proves its effectiveness，and provides effective support for the performance evaluation of river ecological governance projects during the operation period.
