摘要：通过文献调研识别与市政工程EPC成本相关风险因素，在此基础上，按建设工程阶段进行划分和归纳，形成了六大类共二十二条风险因素。然后构建DEMATEL-AISM风险评价模型，推导出各风险因素之间的逻辑关系及具体风险因素的层次拓扑图。根据模型评价结果，对影响EPC成本的各风险因素进行风险等级划分，并据此制定针对性的风险应对举措，从而构建了一个完整的市政工程EPC成本风险管控体系。

Abstract：This article identifies risk factors related to the EPC cost of municipal engineering through literature research，and divides and summarizes them according to the construction stage，forming six major categories with a total of 22 items. Then，constructs a DEMATEL-AISM risk assessment model to derive the logical relationships between various risk factors and the hierarchical topology of specific risk factors. Based on the evaluation results of the model，classifies the risk levels of various risk factors affecting EPC costs，and formulates targeted risk response measures accordingly，thus constructing a complete municipal engineering EPC cost risk control system.
