摘要：历史文化保护传承，是推进城乡融合的重要途径。历史文化名城保护项目建设投资回收周期长，资金需求大，需要多方金融支持。政策性金融资金是名城保护的重要资金来源。本文全面分析历史文化名城保护项目融资困境，提出政策性金融支持历史文化名城保护的策略建议，为后续各地争取政策性金融支持该类项目提供参考。

Abstract：The preservation and inheritance of historical and cultural resources serve as a vital pathway for promoting urban-rural integration. Historical and cultural city preservation projects typically involve long-term construction and investment recovery cycle and substantial funding requirements，necessitating diversified financial support. Policy-based finance will emerge as a critical capital source for such preservation efforts. This paper conducts a comprehensive analysis of the financing challenges in historical and cultural city preservation projects and proposes policy-based financial support strategies to facilitate their protection. The findings aim to provide a reference for policymakers and stakeholders seeking financial backing for such initiatives in the future.
