国际工程项目属地化施工背景下的标准化管理

摘要:在国际工程项目属地化施工日益普遍的背景下,项目管理面临着劳动力技能差异、技术标准适配、质量安全控制等多重挑战。标准化管理作为应对属地化施工复杂性的关键手段,通过流程规范、技术统一与培训体系建设,能够有效提升管理效率与工程质量。以牙买加蒙特哥贝绕城路项目为案例,系统梳理标准化管理在施工准备、施工实施及施工验收三个阶段的具体举措,主要包括人员属地化配置与技能提升、技术标准本地化适配、设施与工艺标准化、PDCA循环质量管理体系建设及标准化验收流程优化。实践结果表明,标准化管理显著提高了工程质量和施工效率,降低了安全风险和环境影响,带来了良好的经济效益。本文经验可为中国企业在国际工程项目中推进属地化施工与标准化管理提供参考与借鉴。

Abstract:With the increasing prevalence of localized construction in international engineering projects,project management is confronted with multiple challenges,including disparities in labor skills,adaptation of technical standards,and the control of quality and safety. As a critical strategy for addressing the complexities inherent in localized construction,standardized management through the establishment of procedural norms,technical unification,and comprehensive training systems,can significantly enhance management efficiency and improve engineering quality. This study,using the Montego Bay Perimeter Project in Jamaica as a case study,systematically examines the implementation of standardized management across three stages:construction preparation,execution,and acceptance. Specific measures are discussed including the localization and upskilling of personnel,the adaptation of technical standards to local contexts,the standardization of facilities and processes,the establishment of a PDCA cycle-based quality management system,and the optimization of standardized acceptance procedures. Empirical evidence from the project indicates that standardized management markedly improved construction quality and efficiency,mitigated safety risks,minimized environmental impacts,and yielded substantial economic benefits. The findings of this study provide practical insights and references for Chinese enterprises seeking to advance localized construction and standardized management in international engineering contexts.
