摘要：国际基础设施合作是我国持续深化对外开放合作、提升全球治理能力的关键战略抓手。本文基于文献研究和项目调查法，系统分析了我国国际基础设施合作面临的困境，包括管理体制协同性不足、投融资机制不完善、基础研究薄弱、西方诋毁排挤及国际地缘政治竞争等内外因素。立足人类命运共同体理念，从改革体制机制、优化金融支持、深化基础研究、加强多边合作及提升国际规则话语权等方面，提出针对性的对策建议，为促进新时期我国国际基础设施合作提供系统性的解决路径。

Abstract：International infrastructure cooperation serves as a pivotal strategic approach for China to continuously deepen its opening-up and cooperation while enhancing global governance capabilities. Based on literature review and project investigation methods，this study systematically analyzes the challenges confronting China's international infrastructure cooperation，including internal and external factors such as insufficient coordination in management systems，imperfect investment and financing mechanisms，weak foundational research，defamation and exdusion by the Western entities，and international geopolitical competition. Grounded in the vision of a community with a shared future for mankind，this research proposes targeted countermeasures，encompassing institutional and structural reforms，optimized financial support，deepened foundational research，strengthened multilateral cooperation，and enhanced discourse power in international rule-making. These recommendations provide a systematic solution pathway to promote the cooperation of China's international infrastructure cooperation in the new era.
