摘要：国家发改委1014号文的发布为文旅企业发行基础设施REITs提供了重要机遇，但其在收益稳定性、资产规模与扩募能力等方面仍面临显著挑战。研究提出，通过发展养老康养项目并将其纳入REITs底层资产池，可有效缓解上述难点。这一举措契合国家政策导向，希望可为文旅行业与养老产业的深度融合提供新路径，助力行业高质量发展。

Abstract：The release of Document No. 1014 by the National Development and Reform Commission（NDRC）provides significant opportunities for cultural tourism enterprises to issue infrastructure REITs. However，challenges remain in areas such as revenue stability，asset scale，and expansion capacity. This study proposes that developing elderly care and wellness projects and incorporating them into the underlying asset pool of REITs could effectively address these challenges. Aligned with national policy directions，this initiative may offer a new pathway for the deep integration of the cultural tourism and elderly care industries，thereby promoting high-quality development in the sector.
