摘要：在新型电力系统建设背景下，针对变电站工程因技术标准庞杂、接口复杂、设计变更频繁导致的结算条目冗余、合同争议频发、风险多源化等问题，基于2021–2024年某地电网变电站项目结算数据，运用根因分析法（Root Cause Analysis，RCA）挖掘问题背后的深层次原因，从建设单位、设计单位、施工单位三个责任主体角度，提出造价管理的措施和建议。

Abstract：Against the backdrop of new power system construction，this study addresses critical cost settlement challenges such as overlapping settlement records，frequent contractual disputes，and multidimensional risk origins in substation projects，which stem from the complexity of technical standards，intricate interface requirements and frequent design changes during project implementation，based on settlement data from power grid's 220kV and above substations（2021-2024），employs Root Cause Analysis（RCA）to systematically uncover the underlying causes of these issues. Finally，proposes measures and recommendations to enhance effective cost management practices for the three key project stakeholders，named project owners，design institutes and construction contractors.
