摘要：当前建设工程串通投标行为多发反映出建设工程招投标存在制度构建、内部合规和外部监督方面的现实问题。对此，应当完善建设工程招投标规范体系，加快建设工程招投标内部合规建设，强化建设工程招投标外部合规监管，从而有效防范建设工程串通投标违法行为的发生。

Abstract：At present，the frequent collusive bidding behavior of construction projects reflects the practical problems in system construction，internal compliance and external supervision of construction project bidding. It is necessary to improve the standard system of bidding for construction projects，speed up the internal compliance construction of bidding for construction projects，and strengthen the external compliance supervision of bidding for construction projects，so as to effectively prevent the currence of illegal collusion in bidding for construction projects.
