基于系统动力学的城镇污水治理按效付费机制研究

摘要:污水处理厂作为市政公用工程,承担着城镇污水治理的重大责任。因此,根据实际调研和专家访谈,分别从污水收集效能、处理效能、管理、能耗、环境5个方面建立城镇污水治理按效付费的系统动力学模型。基于系统动力学模型结合实际案例仿真,结果表明,城镇污水治理按效付费水平受COD收集量和削减量的影响较为显著。本研究提出城镇污水治理按效付费机制的指标体系和策略建议。关键词:污水治理;系统动力学;博弈组合赋权;按效付费Abstract:The sewage treatment plant bears the major responsibility for urban sewage treatment,as a municipal public utility. Therefore,based on actual investigation and expert interviews,this study establishes a system dynamics model of the pay-for-performance mechanism for urban sewage treatment from five aspects:sewage collection efficiency,treatment efficiency,management,energy consumption,and environment. Results from simulating the system dynamics model and actual case scenarios indicate that the pay-for-performance level for urban sewage treatment is significantly affected by COD collection and reduction.
