“规划统筹、运营前置”导向下的城市更新五维联动策略研究

摘要:随着城市建设由增量发展阶段转为存量治理阶段,城市更新面临产权复杂、收益平衡难、政策机制不足等挑战。在分析存量治理背景下城市更新三大特点的基础上,指出城市更新工作的难点,并提出从空间、经济、政策、服务、实施五个维度协同联动的策略,包括:识别更新资源、开展运营策划,面向市场的国土空间规划、算好资金平衡账,创新政策支持、融合运营诉求,提升城市价值、建立运营品牌,统筹主体赋能、试点项目先行等具体措施,实现城市空间资源的增值和城市治理能力的提升。最后以北京市丰台区某社区综合整治项目为例,验证五维联动策略的有效性。关键词:存量治理;城市更新;规划统筹;运营前置;五维联动策略Abstract:As urban construction transitions from an incremental development phase to an inventory governance phase,urban renewal faces challenges such as complex property rights,difficulty in balancing benefits,and inadequate policy mechanisms. This paper analyzes three characteristics of urban renewal under the background of inventory governance,identifies difficulties in urban renewal efforts,and proposes a collaborative strategy integrating five dimensions:spatial,economic,policy,service,and implementation. By identifying renewal resources,conducting operational planning,formulating market-oriented territorial spatial plans,calculating financial balances,innovating policy support,integrating operational demands,enhancing urban value,establishing operational brands,coordinating stakeholder empowerment,and prioritizing pilot projects,the strategy aims to achieve the appreciation of urban spatial resources and the improvement of urban governance capabilities.
