基于风险分析的高速公路项目融资方案比选研究

[摘 要] 鉴于高速公路项目融资的特点,风险的合理分担和控制方式是影响其融资成败的关键因素之一。如何在高速公路项目融资方案选择时有效防控融资风险,成为业内专家学者和实际管理人员面临的重大难题。文章采用霍尔理论建立高速公路项目融资风险的三维结构模型,依据SMART原则建立其风险评价指标体系,在此基础上运用模糊层析分析法从风险分析的角度建立高速公路项目融资方案比选模型,并给出了具体的比选过程和步骤。

Abstract: In view of the characteristics of highway project financing, risk sharing and control is one of the key factors for its success. How to prevent and control financing risk in the selection of the highway project financing scheme is a major challenge for the industry's experts and the actual management. This paper establishes a three-dimensional structure model of highway project financing risk with Hall Theory, builds a risk assessment indicator system based on SMART principles, using the fuzzy chromatography analysis, establishes a highway project financing scheme comparison model in the perspective of risk analysis, and gives a specific ratio of the comparison process and steps.
