摘要：PPP项目执行涉及相关方较多，运作管理环节多而复杂，风险点隐蔽、防范难度大，充分应用大数据、人工智能、区块链等技术，在PPP项目全生命周期的管理和服务体系中引入数字技术，建设统一的智能化管理与服务平台，可实现PPP项目一网统管。平台聚焦项目信息共享、技术指导、业务在线办理、工作协同、预算绩效管理、项目公司运行管理等核心功能，服务于项目相关方，能够实现PPP项目共享共治，提升项目管理质量与

效率。

Abstract：The implementation of PPP projects involves many relevant parties，the operation and management links are many and complex，there're hidden risks and it is difficult to prevent risk points，so it is necessary to fully apply big data，artificial intelligence，blockchain and other technologies，introduce digital technology into the management and service system of the whole life cycle of PPP projects，and build a unified intelligent management and service platform，which can realize the unified management of PPP projects in one network. The platform focuses on core functions such as project information sharing，technical guidance，online business handling，work collaboration，budget performance management，and project company operation management，serving project stakeholders，realizing PPP project sharing and co-governance，and improving the quality and efficiency of project management.
