摘要：通过对高校基建修缮工程结算管理的现状及难点进行深入分析，指出了当前高校基建修缮工程在结算过程中存在的主要问题，包括缺少年度计划、施工预算编制不准确、施工过程中变更签证监管不到位以及竣工结算相关制度不完善，针对这些问题，提出了由立项规划阶段至最终竣工阶段的优化结算管理流程，防止竣工结算超支，保障高校修缮工程的顺利进行，从而为高校提供更加稳定和优质的教学与科研环境。

Abstract：This paper conducts an in-depth analysis of the current status and difficulties in the settlement management of university infrastructure repair projects，pointing out the main issues existing in the settlement process of current university infrastructure repair projects. These issues include the lack of an annual plan，inaccurate construction budgeting，inadequate supervision of change orders and visas during construction，and imperfect systems for final account settlement. To address these issues，an optimized settlement management process from the project planning stage to the final completion stage is proposed to prevent the completion settlement from overspending and to safeguard the smooth progress of the university renovation project，so as to provide a more stable and high-quality teaching and research environment for the university.
