摘要：在“投资人+EPCO”模式中，工程总承包企业担任着资源协调者、成本管理者和投资效益平衡者的角色。本文基于工程总承包企业的研究视角，重点探讨该模式下全过程造价控制的核心策略。通过分析融资渠道的选择、风险防控的要点及成本控制的方法，结合实际案例深入剖析造价控制的关键环节，提出有效的投融资方案与成本优化策略。同时，本文还对该模式下的合法合规性及风险管控措施进行了详细辨识，为社会投资人在项目决策及策略制定过程中提供了重要的理论依据与实践参考。

Abstract：In the "investor+EPCO" model，the engineering general contracting enterprise plays the role of resource coordinator，cost manager，and investment benefit balancer. This article is based on the research perspective of engineering general contracting enterprises，focusing on exploring the core strategies of whole process cost control under this model. By analyzing the selection of financing channels，key points of risk prevention and control，and methods of cost control，combined with practical cases，deeply analyzes the key links of cost control and proposes effective investment and financing plans and cost optimization strategies. At the same time，this article also provides a detailed identification of the legal compliance and risk control measures under this model，providing important theoretical basis and practical reference for social investors in project decision-making and strategy formulation processes.
