摘要：工程项目数字化应用中存在数据难以共享、项目数据应用价值受到限制、项目参与单位被动应付等问题，而学术界关注于BIM、人工智能、虚拟现实等技术在工程项目情境下的应用拓展，尚未意识到项目数据治理的重要性。本文在厘清工程项目全生命周期数据治理概念的基础上，根据工程项目数据治理的现实需求，提出工程项目全生命周期数据治理框架，包括工程项目全生命周期各阶段的数据治理流程与制度、数据标准、数据流等，在此基础上提出保障工程项目全生命周期数据治理的建议，希望为工程项目数字化应用与管理提供参考。

Abstract：In the digital application of construction projects，there exist issues such as difficulties in data sharing，limitations on the value of project data application，and passive responses from project participants. Meanwhile，academia focuses on the application of technologies like BIM，artificial intelligence，and virtual reality，yet fails to recognize the significance of project data governance. Therefore，based on clarifying the concept of data governance throughout the lifecycle of construction projects，this study，according to the practical needs of project data governance，proposes a framework for data governance across the project lifecycle，encompassing four elements：process and system，data standards，data flow. It also puts forward recommendations for data governance across the project lifecycle，hopes to provide reference for the digital application and management of construction projects.
