施工单位牵头的联合体EPC项目设计管理研究

摘要:本文以施工单位牵头的联合体EPC项目为研究对象,指出该模式存在的问题,并提出改进的重点事项。在招投标阶段提出签订联合体协议、制定联合体章程等重点事项;在方案设计、初步设计阶段提出识别建设单位需求、制定交付标准、落实限额设计等重点事项;在施工图设计、深化设计阶段提出将设计与报批报建融合、与招采融合、与建造融合等重点事项,促进施工单位掌握设计管理主动权,促进设计单位积极融入项目建设的各阶段,使EPC项目更好地发挥设计-施工-采购互相融合的优势,逐步实现联合体EPC项目设计管理的有效管控。关键词:联合体EPC;设计管理;施工单位;设计单位Abstract:This article takes the consortium EPC project led by the construction unit as the research object,identify the problems with this model and propose key issues for improvement. Propose key issues such as signing a consortium agreement and developing a consortium charter during the bidding stage. Key issues such as identifying the needs of the owner unit,developing delivery standards,and implementing quota design are proposed during the scheme design and preliminary design stages. Key issues such as integrating design and approval,integrating design and procurement,and integrating design and construction are proposed during the construction drawing design and detailed design stages. Promote construction units to take the initiative in design management and actively integrate design units into various stages of project construction.
