摘要：发展外埠项目是壮大施工企业、保持稳定发展的必然选择，但政策法规、地理环境等的陌生性使其存在诸多法律风险，探究外埠项目潜在法律风险及防控路径具有重要的现实意义。基于全面质量管理理论及财务管理理论，本文在归纳外埠项目“人、机、料、法、环”及财务管理风险的基础上，根据实践经验识别合同签订阶段、履约阶段、结算阶段潜在的法律风险，分析风险事件的关键致因，并提出全过程风险防控措施，以期为施工企业外埠项目风险管控提供参考。

Abstract：Developing outer port projects is an inevitable choice for growing construction enterprises and maintaining stable development，but the unfamiliarity of policies，regulations and geographical environment poses many legal risks. Exploring the potential legal risks and prevention paths of outer port projects is of great practical significance. Based on the theory of total quality management and financial management，this paper summarizes the difficulties in "human，machine，material，law and environment" and financial management risks of outer port projects，identifies the potential legal risks in the contract signing stage，the contract performance stage and the contract settlement stage according to practical experience. The key causes of risk events are analyzed，and full process risk prevention and control measures are proposed to provide reference for risk control in outer port projects for construction enterprises.
