摘要：竣工结算是建设工程投资控制的重要环节，是发包人与承包人对工程款项最终的清理结算。本文在研究承发包双方在建设工程竣工结算过程中的工作内容、时间要求的基础上，分析承包人编制提交竣工结算文件时效性和发包人审查竣工结算文件时效性的影响因素，并提出提升建设工程竣工结算时效性的建议，希望为竣工结算工作顺利开展提供参考。

Abstract：Completion settlement is a crucial part of investment control in construction projects，representing the final financial settlement between contractors and employers regarding project payments. Based on the study of the work and time requirements for both contractors and employers during the completion settlement process of construction projects，this paper analyzes the influencing factors of the timeliness of the completion settlement documents prepared and submitted by the contractor，as well as the timeliness of the review of these documents by the employer. Furthermore，the suggestions are proposed to enhance the timeliness of construction project completion settlement，aiming to provide references for the smooth conduct of completion settlement work.
