摘要：对主要发达国家住房供给和保障体系的形成、发展及演变过程进行系统梳理。研究发现：主要发达国家在政府干预强度、住房政策目标、住房供给主体以及住房保障模式等方面存在显著差异，但都已形成“多主体住房供给、多层次住房结构和多渠道住房保障”的发展模式。在此基础上，提出充分利用社会资本促进保障性住房供给、大力支持首次购房和改善性住房需求、注重住房租购市场的均衡发展等建议。

Abstract：A systematic review of the formation，development and evolution of the housing supply and security systems of typical modernized countries is conducted. The study finds that there are significant differences between typical modernized countries in terms of the intensity of government intervention，the objectives of housing policy，the main body of housing supply and the mode of housing security，but all of them have formed the development mode of multi-principal housing supply，multi-level housing structure and multi-channel housing security. On this basis，it is proposed that social capital be fully utilized to promote the supply of affordable housing，that strong support be given to first-time buyers and improved housing demand，and that emphasis be placed on the balanced development of the housing rental and purchase market.
