[摘　要]　在公共项目投融资体制改革背景下，公私伙伴关系（PPP）作为一种创新的融资制度逐步进入我国的公共项目建设中。政府监管部门既要遵循我国的传统又要适应PPP项目特有要求。文章提出建立综合性独立监管机构参与项目的全过程监管，其在项目建设和运营阶段优势尤为突出。在此基础上，建立了系统全面的PPP项目政府监管机制，并详细分析了项目全过程不同阶段各个部门的监管职责。

Abstract: Under the background of the reform of public project investment and financing systems, Public-Private Partnership（PPP） has been gradually entering the country's public project construction. Government regulators should not only follow the tradition of our country's own characteristics, but also adapt to special demands of PPP projects. The paper establishes a comprehensive, independent regulatory to supervise the entire process of the projects. It performs outstanding especially in the construction and operational phases. Besides, sets up a systematic and comprehensive mechanism for government regulation of PPP projects, and analyzes every department's responsibilities at different stages in the whole process of the project.
