摘要：电力建设行业不同于其他建设行业，具有一定的技术壁垒，其中火电项目具有投资规模大、建设周期长，技术密集、专业结构复杂及自成独立的工程建设技术标准体系，多采用“边制造、边设计、边施工”建设模式的特殊性。文章在简要介绍电力建设工程的特殊性对造价控制影响的基础上，对造价控制的难点进行分析，并提出相应的对策及解决结算争议问题的途径。

Abstract：The electric power construction industry is different from other construction industries，with certain technical barriers. The construction mode of thermal power project is unique which has a large scale of investment，long construction period，technology-intensive，complex professional structure and self-contained system of engineering and construction technology standard system，more than the use of "design、manufacture、construction at the same time". Based on the brief introduction about the special characteristics of electric power construction projects，this essays analyzes the impacts on cost control，and puts forward corresponding countermeasures and ways to resolve settlement disputes.
