摘要：工程建设项目审批制度改革是党中央、国务院的重大决策，是推进政府职能转变和深化“放管服”改革、优化营商环境的重要内容。本文以数据回流共享为出发点，面向工程建设项目审批全流程，通过对全国各地工程建设项目审批管理系统的现状研究，分析其中普遍存在的数据回流共享问题，提出一种创新的数据回流共享机制，并就如何健全数据回流共享针对性地提出具体建议，助力工程建设项目审批提质增效。

Abstract：The reform of review and approval system for construction project is the major decision made by the Party Central Committee and the State Council and an important part of promoting the transformation of government functions and deepening the reform of "giving power away and improving management and services of government" and enhancing the business environment. This paper takes the data backflow and sharing as the starting point，oriented to the whole process of construction project approval，through the study of the status quo of the approval system for construction projects across the country，analyzes the prevailing data backflow and sharing problems，proposes an innovative data backflow and sharing mechanism，and puts forward specific suggestions on how to improve the pertinence of data backflow and sharing，so as to help improve the quality and efficiency of the construction project review and approval.
