摘要：资本金制度是深化投资体制改革和逆周期宏观调控的重要工具。本文通过梳理1996-2023年间出台的相关政策文件，归纳总结资本金制度的政策框架体系、核心要素和运作模式；针对三大核心要素在投资实践中所引发的资金供需错配、驱动融资模式过度创新、适用范围界定标准模糊三个问题，分别从酌定资本金制度、资本金认定标准和分级体系、差异化的资本金制度三个方面提出政策建议。

Abstract：The capital fund system serves as a pivotal tool for deepening the reform of the investment system and countercyclical macroeconomic regulation. This paper summarizes the policy framework，core elements，and operation mode of the capital fund system by sorting out relevant policy documents issued between 1996 and 2023. Addressing three issues derived from the three core elements in practice，namely，mismatch between capital supply and demand，excessive innovation in financing models，and vagueness in defining scope of application，this paper puts forward policy recommendations from three perspectives：discretionary capital fund system，hierarchical system for capital fund recognition，and differentiated scope of application.
