摘要：“十三五”末，我国城镇低保、低收入住房困难家庭已基本实现公租房依申请应保尽保，进入“十四五”时期，我国住房保障工作的重点转向解决大城市住房突出问题，解决新市民、青年人等群体“租不起房”“租不好房”的问题。2021年6月24日，国家层面出台保障性租赁住房政策，明确基础制度和有关支持政策，各省市也进一步完善相关配套政策和实施细则，经过三年多的发展已取得初步成效。本文结合四川省实践经验，剖析新形势下发展保障性租赁住房面临一些新问题，并提出若干对策建议。

Abstract：At the end of the 13th Five Year Plan period，low-income families facing housing difficulties in urban areas in China have basically achieved full protection of public rental housing upon application. In the 14th Five Year Plan period，the focus of China's housing security work has shifted to solving prominent housing problems in big cities and addressing the issues of "inability to afford housing" and "inability to rent good housing" for groups such as new citizens and young people. On June 24，2021，the national level issued a policy on affordable rental housing，clarifying the basic system and relevant support policies. Various provinces and cities have also further improved related supporting policies and implementation rules. After more than three years of development，preliminary results have been achieved. This article combines the practical experience of Sichuan Province to analyze some new problems faced by the development of affordable rental housing under the new situation，and puts forward several countermeasures and suggestions.
