摘要：工程设计优化是控制工程造价的有效手段，聘请第三方优化咨询是实现优化工作的有效途径。首先分析第三方优化咨询的组织结构、合同类型、合同内容；然后分析优化咨询流程，包括优化准备阶段、优化实施阶段、优化落实阶段；阐述第三方优化咨询单位采用的优化方法，包括80/20法则的应用、优化意见管理；最后通过案例实证第三方优化咨询管理在市政工程中的应用效果。

Abstract：Engineering design optimization is means to effectively control engineering cost，and employing the third-party optimization consulting is an effective way to realize optimization work. Firstly，this paper analyzes the organizational structure，contract type and contract content of third-party optimization consulting management. Then the optimization consultation process is analyzed，including the optimization preparation stage，the optimization implementation stage and the optimization implementation stage. Third，it expounds the optimization methods adopted by the third-party optimization consulting unit，including the application of 80/20 rule and optimization opinion management. Finally，the application effect of third-party optimization consulting management in municipal engineering is demonstrated through a case study.
